On the road to nowhere

Where do Thai traffic police go to do their training before they're put in a box at a busy intersection with a row of buttons to push? In a traffic-ridden city like Bangkok, this is a position of immense power. Every day, hundreds and thousands of drivers with frayed nerves sit in their cars at the traffic cops' mercy. Have you ever been stuck at a really busy intersection on the busy side, and the other side's got the reen light and there are no cars coming and wondered, "do these guys know what they're doing? Do they know how to read traffic flow? Do they talk to each other (as in 'hey man, put the green on, you're causing so much of a tailback you're killing my intersection and the entire road further down!)?" If they do - what's with the 230 second wait at Asok intersection? I'd love to know.
